I will discuss a new representation of solutions to the time harmonic Maxwell Equations in the exterior of a bounded region. This representation leads to a system of Fredholm equations of second kind, which do not suffer from low frequency breakdown or interior resonances. On the other hand, new and interesting topological considerations arise, which require an application of Hodge theory. This is joint work with Leslie Greengard of NYU.
