We consider the quotients of Riemannian Manifolds by Lie group actions. If the quotient is a manifold, O'Neil's formula tells us what the curvature of the quotient is. However, in general, these spaces are not manifolds. I will talk about a theorem of Lytchak and Thorbergsson that relates the nature of singularities of the quotient space to the behavior of curvature at those singularities.
